I think most readers here would agree that Russia's actions in Ukraine include an unjustified invasion of a recognized nation / member of the UN, and war crimes. Not all readers may agree on what actions by other nations is desirable or justified. Many are likely to have concerns over the possibility that Russia could respond to some actions (especially military ones) with nuclear weapons.
I would like to suggest one which does not involve armies or weapons, and does not involve economic or trade sanctions which could affect the basic needs of average Russian citizens.
As things stand today, Russia is a permanent member of the United Nations' Security Council. This has great significance. The UN General Assembly has limited power. There is more power in the Security Council, and permanent members of the Council have veto power. That is, any important action that 99% of the members of the UN might want to take either in regard to Ukraine or other nations which fear they may be the next victims can be blocked by Russia's veto power. Generally, if any Putin-friendly dictator on any continent chooses to invade a neighboring country, Russia can veto any Security Council vote on the subject. Any Security Council vote on any issue in any part of the world can be vetoed if it suits Putin.
Those who want to maintain a good image for the UN and present it as an organization which gives more than lip service to human rights, and opposing war crimes and unprovoked wars, may find it beneficial to not have a war criminal nation as one of its most highly placed members with special privileges denied to nations with far better records.
Russia should have its position as a permanent member of the Security Council ended. A more limited option would be to institute a means by which a nation which is the subject of a Security Council vote would be treated as "recused" from the vote (whether or not that nation chose to do so.)
Of course, the structure of the UN does not make such a change easy (possible?) But this deserves serious consideration. Right now, we are faced with a serious situation. The BEST we can hope for from Russia is it may decide to pull out, leaving Ukraine devastated with what may be trillions of dollars needed to eventually rebuild, a smashed economy and housing situation, and a traumatized population.
I'd call upon the members of the UN to do whatever is needed to remove Russia as a permanent member of the Security Council. That may require all agreeable nations to resign from the current UN and join together in declaring a United Nations Version 2.0 which has changed rules and appointments regarding war criminals. I'm not going to hold my breath waiting for this to happen. But the alternative is having the UN under the thumb of a war criminal for the foreseeable future.
